dashboard of tenants overview and alerts

We would like to have a dashboard with statistics on all the tenants on one screen for managing and keeping the resources allocated inline
1. how many failures have the tenant had in the last X hours - filter only fails
2. how many records they used from the beginning of the month vs the tenant limits
3. drill down to tenant dashboards (already exists)

alerts:
1. send a report to admin if a tenant has more than x fails
2. send an email if the tenant is close to the limit
3. stop the tenant if it used more than X percent over the limit.
