Ability to create and share templates

Templates are similar to export/import. Additionally, users should be able to:
- Create a template from any Flow/Connection/Format.
- Share templates with everyone in the account. The shared templates will appear in the Flow/Connection/Format galleries in the separate tab.
- Share template with everyone in the instance.
